On December 7th, it was reported from the Secretariat of the Titanium Dioxide Industry Branch of the China Coatings Industry Association (referred to as the Titanium Dioxide Branch) that in response to the EU's recent anti-dumping investigation on Chinese titanium dioxide, the Titanium Dioxide Branch has organized more than 20 leading titanium dioxide enterprises in the industry, including Longbai Group Co., Ltd., Shandong Daoen Titanium Industry Co., Ltd., and Jiangsu Panhua Chemical Technology Co., Ltd, Completed the preliminary work of responding to the EU anti-dumping industry's non harm defense.
The European Commission previously announced that, in response to a complaint filed by the European Titanium Dioxide Ad Hoc Coalition (ETDC) in September this year, anti-dumping procedures were officially launched on November 13th to investigate the dumping and industrial damage caused by Chinese titanium dioxide to the European Union.
It is reported that the anti-dumping investigation period is from October 1, 2022 to September 30, 2023, and the damage assessment review will be conducted from January 2020 to the end of the investigation period.
According to foreign media, ETDC was temporarily formed by manufacturers of the Titanium Dioxide Alliance to safeguard industry interests. The organization believes that in the past few years, titanium dioxide in Chinese Mainland has been heavily dumped on the European market, which has led to the unsustainable situation of EU manufacturers. They expect the dumping margin to be 45% to 65%, forcing several factories in Europe to shut down and increasing the EU's dependence on imported key raw materials. ETDC also stated that the alliance's production capacity can guarantee 90% of the EU's demand, and there are various import alternatives. The underlying meaning is to hope that after the formal implementation of anti-dumping measures, the export share of Chinese titanium dioxide will not exceed 10% of the EU market, or even lower.
"After the EU launched an anti-dumping investigation against China's titanium dioxide, the China Painting and Painting Association immediately notified domestic titanium dioxide production enterprises and contacted law firms to organize enterprises to defend against industry harm. The survey questionnaire was completed within 7 days as required by the EU. The preparation and submission of various materials for industry response are now in accordance with the EU's requirements," said Chen Gang, Deputy Secretary General of the Titanium Dioxide Branch.
Zhou Lei, Secretary General of the Titanium Dioxide Sub center of the National Chemical Productivity Promotion Center, believes that "Currently, domestic enterprises have gained a foothold in foreign markets due to their advantages in titanium dioxide product quality and batch stability. The EU has launched an investigation into the dumping and industrial damage of Chinese titanium dioxide, with the aim of using leverage to constrain China's titanium dioxide exports. We can face it calmly."
"To be honest, if the EU really imposes anti-dumping duties on Chinese titanium dioxide enterprises, domestic enterprises' exports will definitely be greatly affected. Therefore, it is necessary for industry related enterprises to unite to respond," said Bi Sheng, Secretary General of the Titanium Dioxide Industry Technology Innovation Strategic Alliance.
In response to this, leading titanium dioxide companies such as Longbai Group, CNNC Titanium White, Panzhihua Vanadium Titanium, Dao'en Titanium Industry, and Huiyun Titanium Industry have all expressed their willingness to actively respond to this incident and cooperate with the China Painting and Painting Association to defend themselves.
Longbai Group recently stated on the investor interaction platform that the company is actively responding to this anti-dumping investigation. Ni Xiaoguang, Chairman of Jiangsu Panhua Chemical Company, introduced that as a high-tech enterprise integrating the research, development, manufacturing, and sales of high-end titanium dioxide products, the company actively responds to the lawsuit and participates in the association's organized harmless defense; On the other hand, we are increasing our development efforts in other markets to expand our own influence.
Dawn Titanium also stated that they are actively preparing materials to participate in the no harm defense. The relevant person in charge of the company emphasized that only when industry enterprises unite can they protect their legitimate rights and interests and jointly maintain the order of the export product market.
