EU makes preliminary anti-dumping ruling on titanium dioxide from China

On July 12th, according to the China Trade Remedy Information Network hosted by the Trade Remedy Investigation Bureau of the Ministry of Commerce, on July 11th, the European Commission issued a preliminary anti-dumping ruling on Titanium Dioxide originating in China, imposing temporary anti-dumping duties ranging from 14.4% to 39.7% on the products involved.
Titanium dioxide, commonly known as titanium dioxide, is an important inorganic chemical pigment widely used in coatings, automotive paints, and other fields. In recent years, the overall dependence of China's titanium dioxide exports has shown a gradually increasing trend. According to export data, China's dependence on titanium dioxide exports has approached 40% by 2023. As the largest domestic production enterprise, Longbai Group has a production capacity of 1.51 million tons per year. According to the 2023 annual report, the company sold 1.1589 million tons of titanium dioxide, a year-on-year increase of 24.93%. Among them, foreign sales accounted for 56.47%.
It is reported that the EU CN (Combined Nomenclature) codes for the products involved are ex 2823 00 00 and 3206 11 00 (TARIC codes 2823 00 10 and 2823 00 30). The dumping investigation period of this case is from October 1, 2022 to September 30, 2023, and the injury investigation period is from January 1, 2020 to the end of the dumping investigation period.
The announcement shall take effect from the day after its publication, and stakeholders shall submit a hearing application within 5 natural days and a case review opinion within 15 natural days from the day after the announcement is published.
On November 13, 2023, the European Commission launched an anti-dumping investigation into titanium dioxide originating in China. The temporary anti-dumping duty of up to 39.7% imposed on Chinese titanium dioxide enterprises has also attracted widespread attention in the titanium dioxide industry. Zhejiang Securities released a research report analyzing that the temporary anti-dumping tax policy exceeded market expectations, with the previously expected tax range being 10% to 20%.
